This probe, which unfolded over the *last eight months*, caught the attention of local authorities and agencies including the Daviess County Sheriff’s Office (DCSO), Kentucky State Police, Homeland Security Investigations, Immigration and Customs Enforcement (ICE), and the FBI. Thanks to tips from the community, law enforcement began its investigation in July 2024.

Searches Uncover Disturbing Evidence

The investigation took a significant turn on April 8, 2025, when search warrants were executed at two establishments: East Spa and Bloom 88 (formerly known as Super Lucky Spa). Both businesses are located in the heart of Owensboro, a community that many call home. During these searches, authorities uncovered a troubling array of items that pointed to illegal activities taking place behind closed doors.

Among the shocking finds were a large number of opened and unopened condoms, revealing the true nature of the services offered. Equally concerning was the discovery of substantial amounts of cash, indicating profitable illicit operations. Additionally, the investigators came across lingerie and sex toys, further substantiating claims of sexual wrongdoing. They also found bank records and ledgers showing suspicious financial activities, including wire transfers made to banks and locations in China, along with credit card receipts.

Community involvement played a crucial role in launching this investigation, demonstrating that when residents speak up, law enforcement takes action. This collaboration reflects the ongoing commitment to maintaining the safety and integrity of the Owensboro community. Individuals Arrested and Charges Filed

The operation ultimately led to the arrest of four suspects, each now facing serious charges. Kenneth Robert Dash, a 55-year-old from Bowling Green, has been charged with operating a vehicle under the influence of alcohol and engaging in organized crime. The other three suspects—Liping Feng, 53; Lequan Hu, 52; and Xueling Ma, 41—are all from Flushing, New York, and they have each been charged with engaging in organized crime as well. All four individuals have been taken into custody at the Daviess County Detention Center.
