The City of Bowling Green is taking significant steps to improve pedestrian access with a new project aimed at creating two multi-use paths along Scottsville Road and the area surrounding Greenwood Mall. This initiative was approved by the city commissioners back in August, who allocated about $220,000 for the important survey and design phase of the project.
This initial stage of the project is being financed through a combination of grants from the Carbon Reduction Program, awarded by the Kentucky Transportation Cabinet, alongside local funds. The funds will aid in laying the groundwork for a project that aims to enhance accessibility for pedestrians and cyclists alike. The city is collaborating with several partners including BikeWalk BG, the Bowling Green-Warren County Metropolitan Planning Organization, and KYTC District 3.
The plan includes a mile-long shared-use path that will stretch along Scottsville Road, starting from the intersection of Campbell Lane to the intersection of Scottsville Road and Ken Bale Blvd. Andy Souza, the Director of Public Works for Bowling Green, explains that the path will run from familiar locations such as Best Buy to White Castle. In addition, they are prioritizing a pathway that begins near the intersection of Bryant Way and Scottsville Road, running alongside part of the road surrounding the Greenwood Mall until it reaches Cave Mill Road.
Andy Souza described the undertaking as a “Herculean project.” He noted that while installing a sidewalk or a greenway may seem straightforward, the reality involves extensive work. He stated that moving utilities, effectively managing stormwater, and ensuring safety standards adds complexities to the project. “That’s a lot of work and it’s going to take a lot of money and time,” he said.
At this stage, the precise materials for the paths have not yet been decided, specifically whether they will be made of concrete or asphalt. Souza distinguishes between a sidewalk, which is typically a 4-foot-wide path meant for walking, and a multi-use path or greenway, designed to be 8 to 10 feet wide. The latter will accommodate not only pedestrians but also joggers, cyclists, and individuals in wheelchairs, offering a safer space away from vehicular traffic, albeit in some places sharing the roadway.
Currently, the project remains in the design phase, which is expected to continue until next summer. Once the designs are finalized, the project will go out for bid, leading to the construction phase. Souza emphasizes the intricate planning involved, revealing that, “there’s private property involved, there’s public property, and there’s movement of utilities—like power and water lines.” Ensuring all of these elements are accounted for takes substantial planning and coordination.
Although construction may not begin for up to two years, Souza encourages the community to stay alert for announcements regarding the project and reminds drivers to avoid distractions while on the road. The costs for this undertaking are significant, with estimates reaching about $1 million per mile for sidewalk construction alone, excluding labor and additional construction fees.
