Bowling Green School Districts Address Key Issues at Chamber of Commerce Forum

Bowling Green, Ky. — On Tuesday night, the Bowling Green Independent School District and Warren County Public Schools held a joint State of the Districts address at the Bowling Green Area Chamber of Commerce. Superintendent Gary Fields of Bowling Green and Assistant Superintendent Dr. Sarah Johnson from Warren County were present to discuss various important topics that affect students today.

Focus on Student Opportunities

Both administrators spoke about how public schools create opportunities for students to grow and succeed. One of the key topics discussed was attendance rates within the schools, staffing challenges, and funding issues that impact educational quality. A significant point of concern was the proposed Constitutional Amendment 2, which could change the way education is funded in Kentucky.

This amendment, highlighted by Fields and Johnson, states that “the general assembly may provide financial support for the education of students outside the system of common schools.” Fields warned that the implications of this amendment could lead to a “crisis across our state,” presenting challenges for their districts in terms of teacher and bus driver shortages.

Concerns Over Funding

Fields explained that while supporters of the amendment argue it will create new funds without pulling from public school budgets, reality could differ. He indicated that even without direct withdrawal of funds, a lack of increased funding for public schools could hinder their progress. “We know that we have fallen behind dramatically over the last 15 years in the state of Kentucky,” he shared.

Dr. Johnson also highlighted that Warren County Public Schools is now hiring students from Western Kentucky University to fill various roles in the district. “They’re doing absolutely amazing, and we’re so proud of them,” she stated, but added that reduced funding could impact future recruitment for education. “It already has,” she noted.

Community Voices Against Amendment 2

During the discussion, Warren County Board Member Garry Chaffin expressed his disapproval of Amendment 2. “We have to be good stewards. It is not our money, but these are our kids,” he passionately stated. He emphasized existing school choice options in Kentucky and clarified the concern, explaining that the amendment could divert public tax dollars to private schools.

Educational Accomplishments

Despite these concerns, Fields and Johnson took time to highlight the accomplishments of their districts. Bowling Green Independent School District noted that approximately 20% of their K-12 students are multilingual learners, while Warren County reported 32% multilingual learners. Additionally, Warren County has expanded preschool instructional days from two to four per week, signifying an increased commitment to early education.

In the past year, nearly 9,000 college and career learning experiences have been provided to students in Warren County. Both districts are also excited about upcoming projects that will benefit students. Plans include a new Warren Elementary School and a preschool center set to open in the fall. Closing the address, they mentioned a long-term initiative—the Impact Center for Leadership and Innovation—which is anticipated to open in 2026.

Ongoing Safety Measures

Field also took a moment to address school safety, stating that the districts continually review policies and keep the community informed about any potential threats. Since the start of the year, he confirmed no significant safety incidents have been reported.

Overall, the address shed light on both the challenges and achievements facing education in Bowling Green. Stakeholders have emphasized that continued dialogue and collaboration will be essential in navigating the future of these vital community resources.
