Man Accused of Strangulation Assault at Bowling Green Park

A chilling incident unfolded at a public park in Bowling Green, Kentucky this weekend when a man was charged with first-degree strangulation. The suspect, identified as 48-year-old Cecil Roark II, allegedly confronted and choked a woman at the H.D Carpenter Park before being arrested on Saturday.

Delayed Assault at H.D Carpenter Park:

Officers from the Bowling Green Police Department responded to a report of a delayed assault at the 621 State St. location. Upon arrival, they made contact with the woman victim who exhibited visible signs of strangulation, including marked redness around her neck.

The victim recounted a tense encounter with the suspect at the park. According to her, Mr. Roark II began by yelling at her, directing abusive language and demanding she leave the park premises. She reported that he threatened her with strangulation, but she told him to leave her alone, hoping to avoid further confrontation. However, according to her account, the suspect then proceeded to strangle her until she could not breathe, releasing her only after a while.

Bystander Account and Immediate Aftermath:

A bystander present at the scene of the incident offered assistance to the victim post-assault. The witness, who was reportedly 15 to 20 feet away at the time, confirmed the verbal abuse and physical confrontation. The bystander further attested that Roark threatened and abused the victim multiple times before the physical assault occurred. According to the bystander, the choking lasted for about ten seconds.

Both the victim and the bystander could only provide the suspect’s first name, Cecil. The bystander took the victim to a nearby gas station and contacted law enforcement, leading them to apprehend Roark at Circus Square Park.

Suspect Detained:

Upon police contact, Mr. Roark II denied any involvement in the alleged incident, claiming he was seated alone at the park throughout the day.

However, considering the gravity of the charges and consistent testimonies from the victim and the bystander, the police decided to take him into custody. He was subsequently transported to the Warren County Detention Center where he now faces a charge of first-degree strangulation.

The shocking event is a stark reminder for the public to remain vigilant at all times, even in public spaces that are generally considered safe. Law enforcement agencies urge citizens to report any suspicious activity. Efforts are ongoing to enhance the security measures in public places to prevent such incidents from recurring.
